Procedural law
Material necessary for law enforcement or judicial procedure is often called formal law. The procedural law is a provision setting out how and who has authority to enforce the substantive law in case of violation of substantive law. Without a clear procedural law and adequate, then the authorities enforce the substantive law will have difficulty enforcing substantive law. To enforce the criminal laws substantive criminal law is required, for civil substantive law, then there is a law of civil procedure. Criminal law should be controlled primarily by the police, prosecutors, lawyers, judges and prison officers.
